✈️✈️ALPA MEETS MOCA ✈️✈️

Dear Members,


We are delighted to share some positive developments with you. 
ALPA was recently invited by Shri Ram Mohan Naidu , Minister  of Civil Aviation (MOCA) to discuss various key issues concerning Indian aviation.


Capt. Anil Rao, our General Secretary, represented ALPA at the meeting and presented Shri Naidu with our custom-made memento as a token of our appreciation. During the discussion, we conveyed our gratitude and reaffirmed ALPA's commitment to supporting MOCA in making Indian skies safer and more efficient.


Capt. Rao emphasized that ALPA is the sole Indian pilots' association with a global presence, being a proud member of IFALPA, which represents the voice of pilots worldwide. 


He assured Shri Naidu of our active involvement and expertise in any matter where MOCA might require detailed insights or professional advice.


Key issues related to flight crew operations were also addressed, and their current status was brought to Shri Naidu's attention. He expressed agreement with our concerns and assured us that ALPA would be included in all aviation-related matters requiring expert inputs. Furthermore, he welcomed the idea of scheduling another focused meeting with a pre-notified agenda to resolve pressing issues swiftly.


We also extend our heartfelt thanks to Shri Mallesh Muniswamy, Member of Parliament from Kolar constituency, Karnataka, and the brother of our Vice President, Capt. Nagesh Muniswamy. His efforts in facilitating this meeting with Shri Naidu were instrumental, and he assured us of his continued support in strengthening ALPA's engagement with MOCA.


This marks a significant milestone for ALPA as we continue to advocate for the welfare of Indian pilots and contribute to the advancement of our aviation sector.

FDTL Meeting Update – 13th Nov 2024

Dear All,

We would like to provide an update on the court mandated FDTL meeting held at the DGCA office on 13th November 2024, chaired by Capt. Shweta Singh.

As ALPA-India was not one of the litigants in this matter, we were initially not allowed to participate in the meeting. However, Capt. Varun Chakrapani insisted on submitting a written statement, expressing our position that we do not want any delays in the implementation of the FDTL CAR 2024. Following this, Capt. Jamshed Menon graciously invited Capt. Chakrapani to sit with the FIP team as a member. 

 Unfortunately, Captain Harpreet was not permitted to attend.

The meeting was presided over by the DGCA team, led by Capt. Shweta Singh, CFOI, and included representatives from Air India, such as Capt. Pankul Mathur (DO, AI) and Air India's legal counsel, Azeem Samuel (Chambers of Adv. Abhishek Manu Sanghvi).


Air India's Submission:

  • Air India raised concerns that the new FDTL would lead to a shortage of pilots, flight cancellations, and increased fares, particularly affecting Air India.
  • They requested a delay in the implementation of the FDTL until DGCA issues guidelines on FRMS, although they stated they were not opposed to the FDTL CAR in principle.
  • They also suggested that narrow-body pilots within the Air India Group could face a pay cut as a result of the new FDTL.


Counterpoints from the Pilot Bodies:

We strongly countered that the new FDTL would not lead to a pilot shortage, as the average flying hours per pilot within the Air India Group are currently below 60 hours per month. Even with a 20% increase, this would raise the average to approximately 72 hours per month.
We insisted that the FDTL rules should be implemented immediately, and that airlines and the DGCA could propose and implement the FRMS separately at a later stage.

We emphasized that pilot pay is a matter of individual contracts between the airline and the pilot, and that the DGCA’s role should be focused on improving flight safety, not regulating wages. Any potential pay impact would be specific to Air India and Air India Express pilots, and not an industry-wide issue.

These points were acknowledged and accepted by the regulator during the meeting.

In addition, Capt. Chakrapani submitted the ALPA-India letter dated 11th November 2024 at the DGCA Tapal counter, which was circulated to all members earlier.

We are thankful to Capt. Chakrapani and  Captain Harpreet for representing ALPA-India, even though we were not allowed to participate directly in the meeting. They made every effort to ensure that our position was communicated clearly.

Further Discussion: Following the meeting, Capt. Chakrapani proposed that each of the pilot bodies (such as FIP, IPG, etc.) nominate a working member to ALPA-India. This would help unite the various pilot organizations under a single umbrella to work together for the betterment of civil aviation pilots in India.
